What should I do if I haven't received my tax rebate check?

I'm talking about the economic stimulus checks which have been in the news. I read today that they were sent out in the second quarter, but I didn't get one and I have dependents and was married last year. My ex-wife didn't get it either. Does the IRS have a hotline? Has anyone one else not received their checks?
