Computer Help!!!!!10 points?

Is there any way that i can take parental control of my friends computer.....Her computer is kind not old but it is filled wih viruses and programs and that makes it go really slow...but its still kind of fast (just a little). She has parental control and she can't download programs such as zwinky and things like that....What shoud she do to erase all of her problems???
