Fake Santa on the doorstep would your advice be the same as this?

An asian lady answered her door to find two men one in a yellow workmans jacket one dressed as Santa, they wished her a merry Christmas and said it was a tradition here (in UK) to have Santa Knock and give out sweets for the children, handed her some sweets and left. There has never ever been such a tradition so she was advided to contact the local police station as it seems a very strange occurance and sinisterr undertones, would your advice have been the same? Do you know anyone who would need to do this and why? Please can you p this on as a warning to the asians you know to report any such incidents just in case?
